For over 30 years, covered entities have accessed 340B discounts in the form of an upfront discount on the purchase price of drugs through their wholesaler or distributor. In August, Johnson & Johnson (J&J) announced plans to implement a rebate model for 340B discounts, but J&J was pressured by HRSA to forgo implementation of its rebate model plans temporarily. J&J is now suing HRSA for impeding its rebate plans.
On November 22, 2024, Sanofi announced that it is changing how certain covered entities (CEs) will access 340B discounts, only making discounted drugs available through a rebate or “Credit Model.” Sanofi has decided to use a vendor called Beacon Channel Management (Beacon) to operationalize this new rebate model. Beacon is the same platform that J&J had planned to use.
The new Sanofi rebate model has two different effective dates, depending on the type of covered entity.
- Effective January 6, 2025: Critical Access Hospitals (CAH), Disproportionate Share Hospitals (DSH), Rural Referral Centers (RRC), Sole Community Hospitals (SCH).
- Effective March 1, 2025: Consolidated Health Centers (CH)
This announcement from Sanofi significantly changes how covered entities currently access 340B discounts. Although many 340B hospitals learned about the Beacon platform before J&J paused its implementation, we recognize that community health center (CHC) teams might still be learning how the Beacon rebate platform is designed to function.
