Eddie Phillips, tax principal, and Cindy DuPree, partner, discussed “Financial Assistance Policy Changes” at the March 18, 2014, and April 8, 2014, HFMA Revenue Cycle Summits in Peachtree City and Tifton, Ga., respectively. The presentation overviewed the current and proposed regulatory guidance of IRC Section 501(r), including:

  • Section 501(r)(4)A – Financial Assistance Policy,
  • Section 501(r)(4)B – Emergency Care Policy,
  • Section 501(r)(5) – Limitations on Charges, and
  • Section 501(r)(6) – Billing and Collection Requirements.

The proposed regulations do not yet have an effective date but are proposed to apply for taxable years beginning on or after the date these rules are published in the Federal Register as final or temporary regulations.
